well actually the last revised date is quite possibly wrong (my version 
dates to mid-2006), altho' there *is* a new version that is currently 
being vetted.  it is still very much in flux so probably will change 
quite a bit.  the one i sent does convey the basic ideas though, so i 
think we should use that for now.
