you're right about the mountpoint exec. Moved it to /home/someuser and now

no, make would work fine irregardless. noexec affects things that live on
the
mounted system, not anywhere else. make lives in /usr/bin/.
verify something simple works in that directory like:
cat << EOF > foo.sh
#!/bin/bash
echo HI
EOF
chmod a+rx foo.sh
./foo.sh
if that fails, run it through strace.
