I think the patch is O.K.
I have one question and comment.
I'd like to know on which kind of environment(arch, kernel version,
distribution) unnecessary "failed cases" is reported.

I think TST_NEWER_64_SYSCALL is better than TST_NEWER_64 because
newer_64.mk is local to testcases/kernel/syscalls. This rule is 
applicable to compat_16.mk.
