Currently I have no idea about the relationship between
ltp orignal build mechanism based on Makefile and newly
introduced config* files. I'm thinking about it.
Soon I'll send a patch.

BTW, The autoconf usage I proposed in the my last mail is a bit
unusual. Because configure doesn't touch Makefile.  In my proposal it
just generates config.h.

I have not track all discussion in ltp-list about autoconf.  At least
I know some people doesn't approve using autoconf.So my proposal patch
introduces autoconf to LTP in limited area, config.h.
