AC_CHECK_HEADERS_ONCE was introduced in 2.60.  if we look at release times:
2.60 - Jun 2006
2.61 - Nov 2006
2.62 - Apr 2008

as part of the release i think we should bundle configure and such so
autotools are not needed, but for people building out of cvs,
expecting them to have tools that have been around for 2 years is
reasonable.  so i'll set the AC_PREREQ(2.61).
