You added a runtime test but the ifdef and the message if not found is
still wrong.

What I would do is to is to add F_DUPFD_CLOEXEC to the
include/lapi/fcntl.h (in similar manner to the O_CLOEXEC) include it
here and remove the ifdefs completly.
