I was testing with systemd-219 when I ran into this problem, hence my
patch submission.

I think it's ok to leave both modules enabled, though.  The default
rsyslog.conf in Fedora (up to F21) had both enabled:

$ModLoad imuxsock # provides support for local system logging (e.g. via logger 
command)
$ModLoad imjournal # provides access to the systemd journal
