Thanks for the help, but the standard fixes did not apply.
The problem was in the kdm startup file /etc/X11/xdm/kdmrc
For whatever reason, kdm was not listening for XDMCP requests
which is supposed to be the default
Set the following key
[Xdmcp]
Enable=true
and restart kdm
The workstation is now talking to the kdm server and the kde desktop
is available
