I can't comment on IPsec, but CIPE is lightweight and (I find) easy to
manage; it was designed to cope with UDP in preference to pppd-via-SSH.

As others have noted, a VPN is pretty much what you want anyway. It
should be fairly easy to create a cipe key and config on the fly for
each new client boot and put this into the LTSP kit as standard.
