I can't comment on IPsec, but CIPE is lightweight and (I find) easy to manage; it was designed to cope with UDP in preference to pppd-via-SSH. http://sites.inka.de/~bigred/devel/cipe.html As others have noted, a VPN is pretty much what you want anyway.
