You don't *need* to enable local applications, but in reality you won't be able to get
more than 2 users decoding MPEG2 video files on the hardware you're talking about.
Decoding .vob files is very CPU intensive and could easily drag a server down without
some sort of hardware decoding going on. You'll need to address the sound, if needed,
by using esd or the like. If you are looking at having more than 2 users (and that's
2 users with noticable performance degradation), then you will want to research
running the app local to the workstation.
