In the XF86Config file, you can add
a SERVERFLAGS section, and within that section, you can include
this:

  Option "AllowMouseOpenFail"

Take a look at the man page for XF86Config for more info.

On an LTSP workstation, the XF86Config file gets generated automatically 
during startup.
So, you will want to modify the rc.setupx script to build the XF86Config 
file with that option
included.
