Lott-
To do this the way you would automatically think to do it
(that is, by connecting the Palm cradle directly to the
workstation) would require running a daemon on the
workstation to handle all communication to and from the
serial port and relay it to and from a TCP port. You would
also have to find a way to tell Evolution to direct its
serial port queries to a TCP port. This solution is
theoretically possible, but would require a lot of work.
The quicker way, which might cost you a little more in the
way of hardware (as opposed to programming hours), would be
to buy a serial port concentrator. You could put it in your
wiring closet and it occupies one IP address on your
network. You then run an additional line from the wiring
closet to the desktop for each Palm cradle and setup the
serial connection. You can then get software for Linux,
which will run on the server and create dynamic serial
devices which actually point to a port on the serial
concentrator and operate over TCP/IP. I forget the name of
the company who makes these concentrators and the software
to allow this, but I included it all in an email to this
list a long time ago.
Anyway, that would be my recommendation.

PS: You don't actually have to run a separate line through
the wall if you don't want to. You can build splitter
cables at each end of a wall line and use three of the four
unused wires in your CAT5 cable for the serial connection.
I didn't figure this out, but I think it's damned clever.
