We didn't, we use NIS.
However, you can try cut and paste the lines that you need from a valid /etc/passwd to /opt/ltsp/i386/etc/passwd. We did this to change root password and it worked (we also modified /opt/ltsp/i386/etc/inittab to use mingetty on level 4 instead of telnet session).
