The main point of my post was that I have NEVER been able to successfully
build a kernel that works with ltsp. I chose 2.4.9 because that is the
default kernel for ltsp 3.0 and I just want to build something similar to it
so that I can solve other problems.

I think that my basic problem lies with the "initrd kit". I get a reasonable
looking bzImage file that is close in size to what I expect. However, when I
run the "buildk" script, I get something significantly smaller that the
kernel image that is distributed with ltsp. My original post, on January 21,
provides more details.
