Do the server have three nics? or is 192.168.1.1 another machine/router/firewall? In
the latter case, configure at least on of the nics on the server to use 192.168.1.1 as
a gateway.

If there are two nics on the server, and no router in the private network, connect one
the nics to the internet, assign to it the proper ip number, netmask and gateway, and
then the LTSP user should be able to access internet, since they run program on the
server.
If you have three nics on the server, I think you must use two hubs or switches and
define two private networks to gain any performance. But that's only my theory since I
don't have any experience from that.
