That's because in inittab, it is just said to start bash. runlevel 3 is
intended for debugging at the the workstation and not for real use.

Not on the workstation. There is nothing set up on the workstation to
authenticate users (unless you use local_apps but that's a totally different
subject). Authentication is done by the ltsp X server (or by the ssh or telnet
server). Everything is run as root on the workstation.
