obvious

check: /etc/hosts.allow and /etc/hosts.deny, remove the hash from
/etc/inetd.conf, your required tftp home directory is stated in inetd.conf,
kill inted and re-start it, make sure the path is correct in dhcpd.conf, do
you need the full path for the directory tftpboot, kill dhcpd and re-start
it, make sure the directory tftpboot and the files it contains are available
for public use -  group nobody?

look at /var/log/messages.log or security.log when you try to tftp in from
another machine

After which, may I offer both sympathy and the name of a good hair
transplant specialist
