In LTSP 3.0.1

If I set RUNLEVEL to 4 the workstation comes up as in telnet with 
an identity as F1 'tty1'  and F2 'tty2'  and ask to press enter to 
establish a connection to the server. 

If I hit enter I get a message as:
'Unable to connect to remote host: connection refused'


If I set RUNLEVEL to 3 the workstation comes up without login promt 
in user mode with a cursor as 'bash-2.05#' 
>From there I can work in text mode.
If I want to telnet I get the same message as in RUNLEVEL 4


Where do I miss something for telneting
