Sorry,  I should have mentioned that I am using RedHat 7.0 and an older 2.x 
version of LTSP.  Things may have changed.  The paths I gave are the full 
paths on my system.  What distribution are you using?  Perhaps someone that 
uses the same distribution can shed some light.

I would try
locate /xdm/Xaccess
or
locate xdm | grep Xaccess

the Xworkstation_setup file is probably in the same directory.  On my 
system it is
/etc/X11/xdm/
