thats too much for 16 MB client-RAM

right , even when the programs run on the server they need some
client(X-Server) RAM for fonts,bitmaps...

why do you need Telnet Sessions when you have X ?
you can open many xterms and many X-Desktops with icewm, fvwm
or another windowmanager.
