yes - true. Use VPN or something like this for that purpose.
AFAIK, you can even do ethernet-bridging via Internet. (encrypted)
There is a solution for this purpose called vtun.

Depends, i think. Routers on the internet don`t forward dhcp/bootp&co, but
if you connect two intranets via VPN/Tunnel, it may work...

AFAIK, "better" routers (e.g. mid-sized ciscos) generally have this feature (dhcp
