  Multilingual font support in OpenOffice is still uncomplete.
  I'm experimenting a similar problem than you do, only I cannot have the
double quotes not even on the server!
  To correct this problem I had to do the following.  Please note that I have
the Italian version of OpenOffice, so I'm just guessing what the english names
for the commands are.

  Click on the "Tools" tag on the main menu and then on "Automatic
Correction/Automatic Format".  Select the "Typographical Quotation Marks" and
uncheck the "Substitute" box under the "Double Quotation Marks" section.

  Now the standard double quotation marks should work all right, even though
they're not as fancy as the typographical (eight bit) ones  :-)
