For kdm, there is even more than just *some* background. If you don't
mind transferring some data over the net, you can use xearth as login
background, updating as fast as 1frame/minute (that can strike a
10MBit BNC net, if all the clients do it in the same second :-) or
just once on start. Try configuring from KDM control center
 (System->Login manager). Else look
for it's config file, could be somewhere like
/etc/X11/kde/ [...] /kdm, but I won't bore you with telling
you where exactly. That config file's content is fairly
self-explaining too.

XDM has it's config files too into which you could insert a call to
some program to output graphics onto the "root window" (means
background in that situation!?). I didn't to *that*, but believe it's
fairly simple. Find out where the configuration is, and look into the
files, I believe to remember it's a directory with a handfull of
scripts inside.
