Potentially. Your mileage will vary.

I have a system BIOS here which requires not just that the network
boot is first in the list of boot devices, but that the hard disk is
explicitly *disabled* in another menu. I even have one which just has
NO way to do a network boot at all, as far as I can see.

We use mostly 3com 905Cs, but though 3com's firmware includes PXE, it
*also* includes a couple of other 3Com's own boot flavours, and PXE is
NOT the default, so one must press Ctrl-Alt-B when the nic is booting
fiddle with a menu and reboot to achieve PXE.

Flash an etherboot "rom image" into your system BIOS and enable it
with whatever incantation it needs. Or flash it into your NIC rom and
tell the BIOS to use that. Whatever your BIOS wants to load a boot
image, do it, but NOT with a rom-o-matic "PXE image".

If you have a broken BIOS, that (sadly) is your problem - it's sadly
all too common, nothing to do with Etherboot or LTSP, and off topic
for ltsp-discuss.
