I think it's possible in 2 ways -

1. when you get connected to internet via dial-up you get an ip from the 
ISP. you can check out his IP using
/sbin/ifconfig ppp0 which would have a line like inet addr: <some IP> on 
the LTSP server

You can then via internet do a telnet / ssh to this <some IP>  and then 
u r inside, logged on to  the LTSP server

2. You can enable RAS ( remote access service on the LTSP server) and 
then dial-in to the server.

This i am assuming that you are an admin and wish to remotely manage the 
LTSP server. If you r thinking of booting up thin clients via dialup .. 
i dont know how. Infact i dont know if this is possible or not.

In case u need more info about RAS i can send u list of files and 
scripts which r required to enable it.
