Download icewm-1.09
Unpack and configure (I did ./configure --prefix=/usr/X11R6)
make
make install

In each users home directory make a .xsession (executable: chmod 755 .xsession)
.xsession-------------------------
icewm
----------------------------------
Don't do that for your own login

Bingo -all done.
Either edit system toolbar, menu, preferances & winoptions files
Or     give each user a .icewm/toolbar etc copy and edit locally.
See    doc/icewm.html help and install files. I installed locally
       and can access by browser to http://localhost
