Looks like you're missing the colon (:) between the IP address and the path to the file. This is configured in /etc/dhcpd.conf.
Of course, this could just be what you typed into the email. Without actual error messages we can't tell you why it's not working. Have you checked the logs on your server? Are you running any firewalling software or do you have a restrictive hosts.allow?
