So you need to get the workstation to use your XF86Config file, then it will
interpret your keyboard correctly. Here's a section from the lts.conf file
that does this.
[ws004]
XSERVER = auto
XF86CONFIG_FILE = XF86Config.ws004
RUNLEVEL = 5
