I had a patch written by Michael Brown for Etherboot 5.07 that will allow you to use any local dhcp server, but hard code the tftp address in the etherboot image.
This would by pass the need for a second dhcp server just for ltsp. And still get the kernel image from the ltsp server. As long as you don't have any funky switches or firewall rules setup that would filter out the mac address, you can still add them to the ltsp.conf just like normal.
