There are KMail, Mozilla Mail, Netscape Mail, etc. to select for 
dispatching emails.  We have no idea which software users shall use to send 
emails.  Shall "bcc" in all email software be set directing all outbound 
emails to administrator and it could not be erased without his permission 
and HOW ?
