I recommend the Webmin dhcp module.  It works well.  The interface is 
not completely intuitive, but some level of complexity is demanded by 
the task.  For instance, if your setup requires the use of multiple 
groups, it has a less-than-helpful way of listing them (unless it has 
improved in the last year) when adding a workstation.

Other than that, it's good and works on *many* platforms and doesn't 
require any particular libs (Gtk+/Qt) and doesn't require an X-server, 
either local or remote.  You can also very easily setup Webmin to use 
SSL, to do tcp_wrappers-style source blocking, and you can create 
"Webmin users" (which may or may not be system accounts) with access to 
only a certain subset of the modules (e.g. LTSP-related modules only).
