That depends on the distro you use, I think. Some (non-US mostly) have an IPSec-enabled kernel (modules usually) and Freeswan utilities while most notably Red Hat Linux comes without IPSec. RHL relies on CIPE for its VPN support. CIPE is user space. I agree with Jim that IPSec is the best way forward.
