James, The NFS-root option is called 'CONFIG_ROOT_NFS', and it's still right where it belongs.
under 'File Systems' go to 'Network File Systems', Then, the 4th item down is 'Root file system on NFS' BUT, you first have to enable 'IP: kernel-level configuration support' in the 'Network options' screen.
