What you want is an X terminal emulator for Windows.  There are many 
commercial ones available, and some free ones.

One of the free options is cygwin (http://www.cygwin.com/).  It includes 
XFree86, which gives you the X terminal emulator function you want.  I 
use it and give it a thumb's up.

Using an X terminal or emulator does not require LTSP; your stock RH 8.0 
installation will work just fine.  You'll probably want to make sure 
XDM, GDM or KDM is running and configured properly to accept remote logins.

Regarding use over the Internet, you'll probably want to tunnel X 
through ssh.  The X protocol is not secure, and you don't want anyone 
sniffing passwords or other sensitive data traveling over the wire.
