That is afaik not dependant from the runlevel the client will execute, but always running in the dark backgrounds of LTSP. Then we use MToolsFM (I hope that was the name - search and find out yourself if needed) on X to have access. But this tool doesn't do more that use the mtools to access the local floppy. So for runlevel 3, where you have telnets to the server running, you should be able to use mtools as well, having to specify the right enbd server aka terminal to connect to its floppy drive. Read the mtools fine manuals (of course they need only be installed on the server in case of runlevel 4). In runlevel 3, you sit at the box IIRC. That means, you can do a mount /floppy and access the contents directly. No enbd needed.
