In 16-colour mode all you get is 16 basic colours; anything in between is dithered causing the grainy effect. Windows (until XP), by default has a greenish background and plain blue title bars, with a gray task bar. Microsoft was not stupid when they used this colour scheme. All the colours are in the 16-colour VGA palette. To make it look decent in Linux (especially at 640x480x16), don't use KDE or GNOME. Takes up too much space. Personally, I'd recommend blackbox. I don't know if the regular colour scheme works well; you might have to tweak the colours so they are only using the 16 colours in the VGA palette. After you do that, it should be alright, as long as you aren't trying to display tiny images. Large photos might come out alright.. depends.
