Test it by running
  tftp localhost
  get /lts/vmlinuz-2.4.9-ltsp-6
when logged in to the server and NOT INSIDE /tftpboot/lts !!!!!
and see if it gets the file. If you are paranoid, you could even check
if the file has been altered "on the loopback wire" with
  diff vmlinuz-2.4.9-ltsp-6 /tftpboot/lts/vmlinuz-2.4.9-ltsp-6

/tftpboot/lts/vmlinuz-2.4.9-ltsp-6 for your dhcpd.conf details.
