Access denied means at least the file exists.
Give us these:
grep filename /etc/dhcpd.conf (or where it sits in your suse)
grep tftp /etc/inetd.conf
Given that your concerned directory is somewhere under /tftpboot/
su -c "ls -laR /tftpboot" - nobody
If there are any permission denieds, you should fix them
("chmod go+rx directory_name" for directories e.g.).
I suspect that not the permissions on the file, but the permissions
on one directory in the path are the problem. Else that output could
help to turn down the problem...
