Depends what changes you want to take effect.

If you are dealing with X configuration (or X applications), you should be able to get all workstations to restart their X servers by killing GDM/XDM (or whatever graphical login manager you're running) on the server. It should automatically respawn, and within a few seconds the workstations' X sessions will restart taking them all back to the login screen.

As for a full reboot - dunno :-(
