It all depends on what you want it to do. The answer is yes, but don't expect to run Mozilla as a local app :). X in 8MB RAM is tight but possible. Console stuff will definitely work. You can speed up the startup scripts by hard-coding a lot of the stuff, only creating the XF86Config file once, for example. If you compile a custom kernel, you can get the kernel load/initrd load to happen much quicker. Yes, its more work, and more of a maintenance problem, but it is possible.
