Thanks Anselm and others! I didn't even consider the local firewall :-P I was amazed that something was causing "Destination Unreachable" when I had TFTPd up and waiting... this makes perfect sense! I look forward to implementing it. If I have further trouble I will post the output of the commands you recommend.
