Win4Lin Terminal Server 2 can be licensed for 5, 10, 25 users, and costs around $100 (dollars) per educational user. I've demo'd it running 2 Windows sessions concurrently.
You also need a valid Win98 licence per user. TS2 is based on Win4Lin v4.0, and both allow you to resize Windows to a full screen.
