If you assume your hardware is OK and it's not a bug in any software,
then you should really check your dhcpd.conf.
In newer versions, etherboot requires several parameters to have sane
value. Look especially which value is set for
  root-path
  option-128
  option-129 (if set)
  filename
and did you activate REQUIRE_VCI_ETHERBOOT ? Then there is some
additional stuff to be set (which I cannot write down on-the-fly).
