As far as I am concerned the solution lied in the dhcpd.conf on the
server

replace option option-129       "NIC=3c509  IO=0x300";
with option option-129  "NIC=3c509";

the IO address was needed with previous version of 3c509 driver, but now
it is not and it prevents it from working properly.

if this does not work I will need to see:

        - Your dhcpd.conf
        - your lts.conf

so that diagnostic becomes possible
