I don't think that's what Colin is looking for. He seems to plan
having two DHCP servers on the same network segment, nothing to do
with having Windows Terminal Software netbooted (at least not what
concerns his question).

Colin (if I understand correctly) needs to have two DHCP-servers, one
of which manages the linux boxes, the other one manages the windoze
stuff.
You can force your Linux boxes to at least get the etherboot info from
linux using the VCI_Etherboot. There was a thread not two weeks ago,
so please look into the archives. It had something to do with
specifying --ip=rom when making your own vmlinuz.nbi, but more details
didn't stay in my memory.
