I solved the problem, which I'm hoping will get put in the troubleshooting section. I was using a 5.1.3 or 5.1.5 boot rom for a floppy, when I tried 5.0.8 it worked perfect!
So I'm not sure if it's related to the note on www.rom-o-matic.net or not.
