Rudolf,

Check the EXACT spelling/name of the file.

You show "2.4.19-ltsp-9"
but it should be "2.4.19-ltsp-1"

Notice the difference ?  "-9" vs "-1".

If you get the filename wrong, then the error you are showing
really makes sense, the -9 kernel isn't there, so a
'file not found' message is correct.

Double check your 'filename' entry in /etc/dhcpd.conf, and fix it.
THen, restart dhcpd.
