I've looked at webmail programs for a while and my
choice is Courier to provide the IMAP service and
squirrelmail for the webmail interface.

        http://squirrelmail.org/

If you're using RedHat, you can download the Courier
tarball and build RPMs from it. Squirrelmail is
available in RPMs from:

        http://rpmfind.net

Courier comes with a web admin interface and a webmail
interface called sqwebmail, but I prefer squirrelmail
(it's much more polished).

Hope this helps,

Tom
