I am the Secretary General of ALL NIGERIA FARMERS
CONGRESS, and I'm writing to intimate you of a
business proposal, if you will be willing to do
business with me urgently. On January 15th 1997, the
DEMOCRATICE REPUBLIC OF KOREA signed a joint venture
contract Ref #M-K TC970115 with ALL NIGERIA FARMERS
CONGRESS (Representing Nigeria) in aid of a foreign
loan of ONE BILLION U. S. DOLLARS to Nigeria for
production of food by mechanized farming project in
Nigeria.
The embassy of Korea in Nigeria on the 14th of April
1997, wrote a letter through their commercial
department, to us (All Nigeria Farmers Congress)
guaranteeing an initial loan of 250 MILLION U. S.
DOLLARS as the first phase of the One Billion Dollar
loan. The Apex Bank of Nigeria on the 15th of April
1997 wrote to All Nigeria Farmers Congress Ref #
BSD/SURV.32/VOL VI 116 requesting that we deposit the
sum of U. S. $250 million in an escrow account with
the banking operations department.
The letter was subsequently acknowledged on the 25th
of April 1997 with Ref # ANFC/KUR/15 to nominate an
account. This directive was complied with on the 30th
of April, and the first installment was finally
released on the 3rd of May 1997 to the operations
department of the Apex Bank of Nigeria.
While working on the modalities to disburse the funds
to our numerous affiliates to ensure far reaching
results, a letter was despatched from the seat of
government in Abuja, directing all board members to
appear before the then head of state, Gen. Sanni
Abacha while he was alive.
The eight man board members appeared before the
general on the 24th of May 1997, he categorically
stated that the original objective of the loan has
been subverted hence no member of the board of Farmers
Congress was allowed access to the funds. He went
further to threaten, that whoever divulges any
information regarding the project either to the Korean
Embassy or the general public will face the wrath of
the military.
As the General Secretary of the committee, I intimated
the head of state of the initial agreement that a
monthly report of the disbursement of funds to ensure
probity must be submitted to the Korean embassy.
He directed that all prepared reports must be sent to
his office, before despatching to the embassy.
Since the enthronement of democratic governance on the
29th of May 1999, there has been all kinds of probes
going on, so precisely on the 13th of July 2002, a
memo was sent to me from the Apex Bank, summoning me
to explain why the U. S $250 Million was still dormant
and not expended for what it was meant.
I appeared before the bank officials with all
necessary documents relating to the loan agreement,
after which I was instructed to keep mute about the
deliberations we made. I was therefore mandated to
source for a foreign partner who will be willing to
receive the sum of U. S. $50 Million out of the
original U. S. $250 million on our behalf. Two weeks
duration was assigned for this and no other member of
my association must know about this. We agreed to
give the would be partner 15%.
I am therefore using this medium to seek your
willingness to be a partner in this transaction. If
