This may be a silly question... did you restart your dhcp server after making changes to dhcpd.conf? ie:$ /etc/rc.d/init.d/dhcpd restart
Also, there is a small problem in your configuration. Your workstation1's ip address is in your ip address range. These two should never overlap. Your dhcpd.conf file seems to indicate that you do not need a range at all - the workstation specification will be enough. Hope this helps.
